• It is a 'drop on' thin plastic cover that goes over the complete telephone. Not a GPO approved item. Similar ones were available for the 700 series telephones bot again not GPO supplied/approved items.

• I don't know any more than this basic fact, but in the early days anyone wishing to paint their telephone not only had to have the GPO's permission, he also had to deposit enough money to cover the cost of having it painted black again when necessary.
